As a favor to Lotus while he's at work, I'm going to start scouring threads and recording NPCs that have been invented, putting them here for future reference. The deceased will be included in the list, because everyone knows that death is a tenuous status in DBZ.

Descendant of the Hera-Jin, sold into slavery after her husband was murdered. Skilled with knives. Arba is presently enlisted with the Galactic Frieza Army in order to earn rank and status as well as money to purchase her freedom.

The "Evil" half of the nameless Shin-Jin that would one day be Arba's father. Possesses almost all the ki that the nameless Shin-Jin once had. Warned his good half that he would one day return to destroy all that he has built.

Deceased. The "Good" half of the nameless Shin-Jin that would one day be Arba's father. Was murdered many years ago by Frieza's goons.

Saiyan, genetic mother to Rakutsu. Displayed hesitance regarding sending her child off to be a practically nameless destroyer of worlds. Left her infant son with heartfelt advice.

Deceased(?). A mad magician who created/summoned Jojo for the purpose of servitude as an ever-ready merchant. Ejected into space and presumably killed.

Member of the FGF and narcissist with lofty goals of political/military power. Attempting to gain promotion by reaching out to the mysterious merchant who Sanson had a brief and creepy encounter with. Possibly about to be deceased or something.

Rakutsu's adoptive mother, a Human from Earth who took the infant Rakutsu in when he crashed, partially to console her own grief over her lost child. Trained her son in Martial Arts.

Male childhood friend of Rakutsu, a Human from Earth who has grown up close to the Saiyan.
